The documentary captures Berlusconi’s transformation from a real estate salesman to a master of publicity, tracing his creation of commercial television and his ambitious plans to export it to Europe. When a corruption scandal threatens to bring Berlusconi down in the early 1990s, he decides without further ado to found a political party.
